Subject: A new "troljetka" (three-year PLAN) for Croatia!
Amidst all this talk about privatisation and implementation of free
market economy in Croatia, the National Security and Defence Council
chaire by HPH (HPH= his presidential highness) Franjo Tudjman just
decided the economic plan for Croatia for the next three years. This
is an obvious change to the previous government (Yugo-communist) who
used to decide economic plans in five-year terms. This curious
improvement was probably lead by a Dilbert principles of
self-managemant which call always for more sessions and conferences.
It is, however, refreshing to see that jargon did not change:
conclusions of this session demonstrate a continuation of Markovic's
economic plan from 1990 - summed up in a word "STABILISATION". The
'stabilisation' was a package of mostly austerity measures that
Yugoslav prime minister Markovic started to implement early in 1990
to stabilize currency, reduce deficit and increase production.
Measures never succeeded because of the lack of political will among
Yugoslav Republics to follow tru. They rather had their little war
going on for a while. Now, however, it seems we are back to
'stabilisation' - the "final phase", nonetheless. The previous phase
was undoubtedly to reduce unemployment by having a lot of young
underskilled people (who were an obvious burden for the economy)
killed of in the war. I am really curious to see how the 'final
phase' would look like..

ARKAN GETS GRANT-OSCE VERSION
Editor's Note:yesterday we ran a story about a new report on Dutch TV that
"the political party headed by Zjelko Raznatovic - a.k.a. Arkan." has
received funds from the OSCE. The report stated that "because Arkan is
not on the ICTY's list of suspected War Criminals, and his party is
considered to be a small opposition party by the OSCE, this organisation
has paid DEM 300,105.-- (US$ 200,000.--) towards his party's election
campaign". Our story furnished by the Croatian and Bosnia Information
Pages in Europe went on to say that ' Arkan is on Interpol's wanted list,
with seven European countries wanting him (among which The Netherlands,
where he escaped from prison in 1981 after an armed robbery) and on an
American list of suspected war-criminals - but not on ICTY's.' It was the
International Tribunal's failure to indict Arkan that served as an excuse
for the OSCE when its representative at The IFOR Press Conference
yesterday was asked how it could fund Arkan's propaganda. Here is a
transcript of the reporter,s questions and the OSCE and UN spokesmen's'
responses.

Q: yeah, question on funding. I would go one step further
then David and say that, I'll show you an example of some
literature that the OSCE has paid for. This is Arkan and
his party . It says nothing, doesn't even mention Bosnia
on the back, but calls for unity with Serbia. they're
getting funding, they're getting twice as much funds as
the SDS because the SDS is a larger party. The principal
there is that the OSCE will fund the underdog. This is a
guy who's wanted in 6 European countries, wanted by
Interpol. He paid for his wife's wedding last year with a
half of million dollars, he is a known criminal , he's
about to be indicted, apparently according to the war
crimes tribunal sources. He's running a campaign and
you're paying for it. What gives here?
J. Ouellet: the political campaign funding is basically
for all political parties to get their message across. We
may not like some of them; we may not approve some of
them, but we cannot censor them. There is still a right of
free speech in this particular country, and that is what
is occurring.
Q: yes, and then Arkan... It doesn't bother anybody in
OSCE that he's wanted as an international criminal by
Interpol and six different European countries.
J. Ouellet: correct me if I'm wrong, I don't believe Mr.
Arkan has been indicted by the war crimes tribunal at this
time.
Q: by Interpol, he's been indicted.
A. Ivanko: Dayton specifically says that only those on the
ICTY list of indicted war criminals which is 75 names of
which Mr. Arkan is not on that list.
Q: yeah, I can understand you don't react by yourself then
because he is not indicted by The Hague. But on the other
hand, you say he can get his messages to the public. I
don't understand that he can be elected on the basis of a
campaign which is clearly against Dayton. So we are giving
the possibility, you are financing a possibility which is
going strictly against Dayton. The other things are just
background. All his rhetoric, all his will and expressed
will is thus, against Dayton, and the voters are going to
him because of this, and this should be prevented.

J. Ouellet: well, obviously, the electors of
Bosnia-Hercegovina will
make their judgement on September
14th.

Nothing is as powerful as an idea whose time has come. How about an idea
now in the works, that will provide a society with all the benefits of capi-
talism and socialism in a natural way. That idea is The Wealth Cap. Social
Darwinists like to tout Capitalism as nature's way. But capitalism is far
from it. Nature only controls populations and resources. It limits the
resources any one member of a species can hoard, and thereby limits the popu-
lation numbers of any species. With the use of money, we have been able to
circumvent natural controls and hoard resources without limits. The result
has been that resources (money/power) flow uphill to a minute portion of the
population; the ultra-rich. Up to now, this has been inevitable.
The Wealth Cap brings a natural balance to the system. It is also very
simple. Because most laws only serve to move money/power around, the Wealth
Cap makes most laws obsolete. Because of better counterfitting methods,
money is now being substituted for credits. It will therefore be very simple
to monitor personal net worth electronically, without a great bureocracy.
The Wealth Cap works like this: It places an upwardly revisable, global
10 million (U.S.) personal wealth cap, enforced by a world body or by direct
online democracy and tied to negative population growth. It will allow for
natural selection (the evolutionary imperative neglected by socialists) by
retaining the profit motive, and greatly spread the resources (wealth/power)
around. It will require individuals to spend or give away any excess wealth
in order to keep money(credits) in circulation to prevent hoarding and spe-
culation that produces nothing but stock market crashes. Because most wars
are fought over resources, limiting personal resource accumulation will
prevent war. As more people begin to enjoy more wealth/power and a more
egalitarian society, they will have an incentive to control population growth
in order to raise the wealth cap.
The wealth cap will become a reality as direct online democracy evolves.
But a good example of the benefits of direct democracy is the Swiss Canton
System of weekly town meetings and no paid professional politicians. It has
provided the Swiss with the highest per capita income in the world.
