Despite pretty obvious flaws, like ravaging famine and rampant warfare,
we, the human beings in general, I mean, still like to believe that we are at a
fairly advanced stage of our development as a species. In this case, I find it
really strange, and absolutely scary, that we still have a word minority in
our vocabularies. Instead of treating us all as a single group full of very
colorful varieties of individuals and subdivisions, everywhere where I went
I found that sad necessity among too many people to be counted in as a
MAJORITY, and of course then they need, for a reference, to have
minorities to surround them. In some countries that anxiety was actually
written down in their Constitutions (like Croatian, Serbian/Yugoslav and
Bosnian Constitution - all three of them - in preambles define their
countries as countries of Croats, Serbs or Bosnians and the resident
minorities). Albeit rare, in some countries, still exist open active
persecution of minorities - for the sole reason that they are minorities -
Burma, Indonesia, Balkan states, etc. More insidious is the civilized
persecution to which minorities are subjected in the Western democracies.
In Germany, for example, they are denied certain rights, political rights,
freedom of movement for asylum seekers, right to work, etc. In the U.S., if
the right-wingers get their way, they will soon be denied certain services,
like health, education and unemployment.
One of the main problems of this division of our society on majority and
minorities is the behavior of our security apparatus. Police in general,
everywhere in the world, if it doesn't openly harass minorities, it lives and
acts upon a belief that minorities are second class citizens, that their lives
are less valuable, and that officers will basically not have to answer for let's
say plunger penetration of a Haitian immigrant's small intestine, which IS
too often a case.
The majority/minority division, which in the U.S. follows mostly the racial,
ethnic and immigrant status lines, in Yugoslavia, a fundamentalist state
with a declared leading ideology (Marxism), always followed ideological
lines. Today the division follows both the ethnic and ideology lines. This
is like, not when a police kills somebody because he is black, but when a
police uses a weapon much more liberally than the officers would do it if
the perpetrator was a member of the majority group.
In 1985 a law student in Zagreb was arrested for collecting signatures on a
silly petition, which purpose most of the people forgot by now, and is of no
importance for the story. He was sentenced to 3 years of maximum
security prison, kept 18 months in the solitary confinement, and for 6
months, reportedly, given no clothes. His guards were Serbian. In 1991 he
launched one of the fiercest Croat paramilitary groups. His name:
Dobroslav Paraga. His closest friend and collaborator from the time of the
petition never saw prison. He jumped over the balcony of his high-rise
apartment during the police search. Police said that they could not stop
him. They said the same thing here in East Harlem two months ago when a
woman, Shirley Colon, fell of the roof of an 18 stories project, allegedly,
with the handcuffs on.
While it is clear why would communist secret police operatives throw over
a balcony a political enemy (the most famous such defenestration was of
the Deng Xiao Ping's son in China - who ended up paraplegic after that),
there is no such explanation in the Colon case. It is more that the police in
both cases didn't really care what the people and media might think that
they did it, because they knew they could get away with it, because in both
cases the victim was a MINORITY: in the case of Paraga's pal, he was an
ideological minority, and in Colon case she was a racial/ethnic minority.
Recently famous plunger penetration of Abner Louima (Haitian immigrant)
grabbed my attention by the fierceness of the mayor Giuliani's reaction. He
basically decimated 70th precinct, where that happened. Well, we have to
take in account that:
a) Giuliani is up for re-election soon
b) Giuliani, in order to reduce crime, which he succeeded, attacked quality
of life issues, meaning - arrested squeegee windshield washers, graffiti
"artists", peddlers, beggars, etc. - by giving NY police unprecedented
powers to take down and book suspicious looking individuals, bypassing
some of the due process. Police cleverly and quickly divined out that those
powers could be used only on minority members, preferably poor, illegal,
illiterate, etc. Cases of abuse of power by police officers under Giuliani
administration are numerous. Yet those are routinely hushed in the media
and settled out of court for money: i.e New York taxpayers first have to
pay the police to protect them from the barbarians, and then they have to
pay the barbarians that police brutally beat, sodomized or even arbitrary
killed.
c) Louima said the magic words to the media - he said that the police
officer who raped him had said: "You can scream as much as you want,
this is Giuliani administration, not a Dinkins one." Dinkins (a former
mayor) visited Louima the next day.
Therefore, Giuliani is doing this purge with a clear political interest, and
media is focusing its attention on this one case, isolating it from all the
others and letting them be forgotten.
In Yugoslavia, police rape was a usual tactics of humiliation: Vojislav
Seselj, today a mayor of Zemun, and one of the most radical Serbian
nationalist para-military leaders, was raped repeatedly in prison (mostly by
Muslim criminal inmates, but with the approval of the guards). I would
just like that American majority read this with some attention: cases of
Seselj and Paraga demonstrate that mistreatment in prison may heavily
backfire on the society.
More recently, during the Student Protest in winter 96/97, Bulatovic, a
Belgrade student and one of the Protest organizers, was arrested by the
police, beaten and tortured at the precinct, and he was also sodomized -
with the police baton (which is in diameter quite larger than the toilet
plunger handle, perhaps making Serbian police still look more bestial than
NYPD, if that sounds like a solace to anybody). Bulatovic also ended in
the intensive care. He is a Serb, but he is an ideological enemy, therefore
he is treated as a minority, meaning nobody cares what would happen to
him: he is a piece of shit for the police that protects the order for the
majority.
The alarming thing about the Bulatovic case is that the police officers who
did it, still have their badges and weapons and are on regular duty, maybe
even promoted. Hehe, most of the officers that arrested Paraga as
nationalist are now a part of the most elite president Tudjman's secret
police force. The case in Belgrade is, however, particularly strange,
because Belgrade got an opposition mayor in the meantime. I mean, even
if Giuliani promoted Volpe for raping Louima, and lost the next election -
whoever would come in his place, would make "ethnic cleansing" of 70th
Precinct his/hers first order of business. How did Djindjic fail to recognize
such an excellent P.R. opportunity? He says that he doesn't have the
authority over the police. Only in Serbia! A mayor of the city does not
have authority over the city police. Police answers directly to Milosevic,
wherever Milosevic goes and whatever bogus function he actually decided
to obtain as a front for continuing to wield the ultimate power.
That makes me conclude that Belgrade is actually a city under occupation.
As it is Zagreb and Sarajevo as well. All the supreme leaders brought in
loyalists from outside (Tudjman from Hercegovina, Milosevic from Krajina
and Bosnia, Izetbegovic from Sandzak) to police the treacherous, too
cosmopolitan, urbane crowds of the cities which were designed solely to
provide the tax base to their unlimited lifelong rule, and their citizens are
reduced to minority status in their own cities. At least I sigh figuring that it
still may be some hope for the U.S.
