MISSING-PERSONS ACTIVITIES ON AND OFF THE NETS
The use of electronic networks by volunteer activists to
supplement the work of professionals engaged in searching for
people lost or displaced in the recent Balkan wars is an
attractive idea. However, it has been unexpectedly difficult to
set up such a project.
However, final arrangements have been completed, and I am now
able to make missing-person (MP) records available on ZaMirNet
(ZTN). This posting outlines the general state of missing-persons
work, and of my own project.
1. ICRC ACTIVITY: As I mentioned at the end of June, the ICRC
has constructed a large MP database for former Yugoslavia, and is
distributing printed lists drawn from this database. When these
lists become generally available, it will not be necessary to do
online MP work. However, at present different ICRC offices handle
the lists differently, and correspondents have reported during
the past month that the lists are not yet available everywhere.
2. ICRC AND PFS WEB SITES: The first attempt to make ICRC MP
lists available online was Veseljko Simonovic's BBC World
Service site in London (see the Notes for URLs). In addition to
this, the ICRC now has its own site (Geneva), at which the entire
ICRC database may be searched. Dubravko Kakarigi's PFS (People
Finder Service) site (Florida) is a place where individuals can
themselves upload information about their missing relatives, (The
ICRC/BBC sites can only be written to by ICRC/BBC staff, working
from requests supplied to ICRC Tracing-Office workers. As might
be expected, the records in the "self-service" PFS site are not
as orderly as those at the ICRC/BBC sites.)
It is too early to tell whether these web sites actually help in
the finding of people, and whether making it possible for the
public to write to a database is a useful supplement to the
moderated sites.
3. MAKING MP RECORDS AVAILABLE ON ZTN VIA SPE-PISMA-L: The
problem with the web sites is that people within the Balkans
cannot use them, because the web is not generally available
there. I also have messages from people elsewhere in the world
who have good email facilities, but are not able to access the
web. So I have developed routines to convert the web-site
records to a form useable on mailing lists. I will post these
converted records to the mailing list SPE-PISMA-L. In turn, the
records from that list will be copied on the new ZTN Slavonia
conference /zamir/reg/slavonia/info by Manfred Schmid of the
"Teiler Slavonia Assistance Programme." In this way online peace
activists in former Yugoslavia will be able to see and make use
of the MP records.
I also hope that people in the .YU domain who are interested in
reconciliation and reconstruction will also subscribe to SPE-
PISMA-L and participate in this project.
Naturally, the mailing list is open to those who wish to locate
their own relatives, as well as to those who are engaged in
general MP work. Subscribers will be able to post requests to
SPE-PISMA-L. At present the list is moderated, and I will review
all posts as a way to keep some control over the format of the
records. (Also, by way of the previously announced "ascii-input
forms", it is still possible for people without direct web access
to post requests to PFS.) All the Balkans-specific records on PFS
will eventually be on SPE-PISMA-L, and requests coming into the
mailing list will be uploaded to the web site as appropriate.
Volunteers cannot be expected to have the resources, financial
and otherwise, of the large NGOs (NonGovernmental Organizations),
and SPE-PISMA-L and the Slavonia conference should be viewed as
experimental supplements to the programs of ICRC, IRC, and other
NGOs. The ICRC database contains some 11,000 names, and at
present I am not planning to copy any of these over to
SPE-PISMA-L. If, after I complete the uploads of the BBC and
PFS records (about 600 records altogether), it becomes clear that
distributing MP records via email and ZTN is a useful project,
I'll be glad to work with other peace activists and professional
staff to improve and expand the service. -- Ed Agro (Boston)

AKTIVNOSTI NA PROJEKTU TRAZZENJA NESTALIH OSOBA NA KOMUNIKACIONIM
MREZZAMA I VAN NJIH
Ideja da dobrovoljni aktivisti, koristecci elektronske mrezze,
pomognu rad profesionalaca ukljuchenih u trazzenje osoba nestalih
i izmjesstenih tokom zadnjih balkanskih ratova izgleda
privlachno. Medjutim, mozze biti neochekivano tessko postaviti na
noge jedan takav projekat.
Poslije duzzeg vremena postignut je konachni dogovor i ja sam
sada u moguccnosti da ponudim podatke o nestalim osobama na
ZaMirNet mrezzi. Ova poruka daje kratki pregled opssteg stanja
aktivnosti na projektu trazzenja nestalih osoba i, u okviru toga,
situacije sa mojim projektom.
1. ICRC AKTIVNOSTI: Kao ssto sam pisao krajem juna, ICRC je
formirao veliku bazu podataka o nestalim osobama sa podruchja
bivsse Jugoslavije i vrssi distribuciju odsstampanih spiskova iz
ove baze. Kada ovi spiskovi postanu dostupni svima prestacce
potreba da se ovi podaci distribuiraju putem elektronskih medija.
Medjutim, u ovom trenutku ICRC uredi nemaju jedinstven pristup
korisstenju ovih spiskova. Prema podacima koje sam dobio od
korespondenata, liste nisu joss uvijek dostupne na svim
lokacijama.
2. ICRC i PFS WEB POZICIJE: Prvi pokussaj da se ICRC spiskovi
nestalih osoba postave na elektronske medije bila je BBC World
Service web pozicija koju je uredjivao Veseljko Simonovic u
Londonu (pogledaj spisak URL-ova na kraju pisma). Pored toga,
ICRC sada ima vlastitu poziciju u ZZenevi na kojoj se mozze
pretrazzivati kompletna ICRC baza podataka. PFS (People Finder
Service) pozicija, koju uredjuje Dubravko Kakarigi sa Floride,
pruzza moguccnost korisnicama da sami unesu podatke o nestalim
osobama. (Na ICRC/BBC pozicije podatke mogu unijeti samo radnici
ICRC/BBC-a na osnovu zahtjeva podnesenog radniku ICRC-a,
zvanichno zaduzzenom za prikupljanje podataka o izgubljenim
osobama.) Za ochekivati je da podaci na "samousluzznim"
pozicijama, kakav je PFS, nisu sistematizirani u istoj mjeri kao
podaci na ICRC/BBS pozicijama.
Joss uvijek je rano da bi se moglo recci da li cce podaci na ovim
web pozicijama zaista pomocci u trazzenju nestalih osoba i da li
je otvaranje moguccnosti da korisnici sami upisuju podatke u baze
podataka koristan dodataka na pozicijama koje se nadgledaju i
uredjuju.
3. POSTAVLJANJE ZAPISA O NESTALIM OSOBAMA NA ZTN PREKO
SPA-PISMA-L: Problem sa web pozicijama je ssto potencijalni
korisnici sa Balkana ne mogu da im pristupe, jer pristup web
pozicijama nije mogucc sa svih dijelova Balkana. Takodjer, dobio
sam poruke od ljudi iz raznih krajeva svijeta koji imaju
moguccnost za razmjenu elektronske posste, ali ne i pristup web
pozicijama. To je razlog da sam razvio rutine za prebacivanje
podataka iz formata koji se koristi na web pozicijama u format
koji se mozze koristiti u mailing listama. Prevedene rekorde ccu
postaviti na mailing listu SPE-PISMA-L. Manfred Schmid iz "Teiler
Slavonia Assistance Programme" cce zapise sa ove liste kopirati
na novu ZTN Slavonia konferenciju /zamir/reb/slavonia/info. Tako
cce mirovni aktivisti iz bivsse Jugoslavije biti u moguccnosti da
pregledaju i koriste podatke o nestalim osobama.
Takodjer se nadam da cce se ljudi iz .YU domena, zainteresovani
za obnovu pokidanih veza, prijaviti za SPE-PISMA-L i dati svoj
doprinos ovom projektu.
Naravno, ova mailing lista je otvorena za sve koji trazze svoje
nestale rodjake, kao i za sve koji rade na trazzenju nestalih
osoba. Registrovani korisnici cce mocci da possalju zahtjev na
SPE-PISMA-L. U ovom trenutku lista se nadgleda i ja ccu
pregledati sve zahtjeve da bih kontrolirao format zapisa.
(Naravno, svi koji nemaju moguccnost direktnog pristupa web
pozicijama mogu poslati zahtjev u ASCII formatu i na PFS.) Svi
zapisi sa PFS-a koji se odnose na Balkan bicce uskoro na
SPE-PISMA-L, a zahtjevi koji dolaze na mailing listu bicce
postavljeni na web poziciju.
Od volontera se me mozze ochekivati da imaju na raspolaganju
financijske i druge resurse na nivou NVO (nevladinih
organizacija), tako da SPE-PISMA-L i Slavonia conference treba
posmatrati kao eksperimentalnu podrssku programima ICRC, IRC i
drugih NVO. ICRC baza podataka sadrzzi nekih 11000 zapisa i, u
ovom trenutku, ja ne namjeravam da kopiram zapise iz ove liste na
SPA-PISMA-L. Ako se, nakon distribucije BBC i PFS zapisa, pokazze
da je distribuiranje zapisa o nestalim osobama preko email-a i
ZTN-a koristan projekat, bicce mi zadovoljstvo da kroz
zajednichki rad sa drugim mirovnim aktivistima i profesionalcima
unaprijedim i prossirim usloge koje pruzza ovaj projekat.Ed Agro
