If this isn't a "people thing, but a political thing" then why is that
"people" continue to torture, rape and murder other "people"? Yes, this is
political, but as human beings we must make decisions about the behavior we
are going to practice and what we are going to tolerate from other human
beings. Politics alone does not explain the horror taking place in
Bosnia. Individuals have allowed themselves to perpetrate the acts that make
us write today. We must ask ourselves "What are my limits?" Where do I draw
the line?" "Could I commit these acts of terror?" "Am I willing to die if I
refuse to part-take in the slaughter?"
It all comes down to this: What is the moral/ethical code that a person
chooses to live by?

Forced Mobilisation of Refugees in Serbia
Belgrade, october 23, 1995

We write this statement in order to inform foreign public about recent
events but with the aim to raise conscience for solidarity and help for
people in danger in Serbia.
Since first massive mobilization of refugees in June this year such
actions became almost regular practice especially after Croatian and
Bosnian armies attacks in August and September that brought hundreds
of thousand new refugees to Serbia. All human rights of these people
are severely violated including the right to life. They are expelled from
their homes and towns, deprived of their property (mostly burned by
Croatian soldiers), lost their jobs and came to Serbia where they found
no protection at all. They couldn't choose where to be stationed, they
have no right or perspective to return to Croatia or Bosnia and they
receive very little humanitarian aid or usually not at all. (This is the
responsibility of Serbian state which doesn't want to spend money on
these lost people but also of international community which discriminate
victims on the basis of their Serb ethnic origin). Finally men from 17 to 60
are refused passports (right to leave Serbia where is unsecured and
where they are condemned to hunger) and are massively mobilized and
sent to war. Those refugees who manage to get (buy) passports are
refused visas from European countries and are condemned to stay in
Serbia under terrible condition.
Many of these men wee mobilized soon after registering (giving
provisional address). Policemen of Serbian Interior Ministry as well as
paramilitaries of Arkan Guard are taking people from the homes, streets,
buses, even taxis... Do we need to mention how illegal is this action.
People are mobilized for a foreign country; There are no regular call-ups;
Families are never informed; We have more reasons to consider such a
mobilization as a kidnaping or illegal arrest of people. Many were beaten
and immediately upon their arrival to Arkan recruitment center in Erdut
their heads were shaved. They are never fully trusted and they are
given arms only on the first front lines. Apart from this recruitment center
Arkan's Guard has also three centers for "re-education" of deserters in
Serbian controlled part of Bosnia. officials of the Guard publicly
announced that they re-educated over 2000 of those mobilized by force.
The punishment is shaving the head, 25 strokes on the back and tieing
for so called shame pillar. Besides catching and beating deserters
Arkan's forces are maltreating local population and are responsible for
expulsion of some remaining 5000 thousand Croats and Muslim in the
area of Prijedor and Banja Luka who lived there all these three years of
war. Numerous are evidences that indicate that Arkan's forces are
under direct control and support of the Serbian Interior Ministry.
The peace and human rights groups in Serbia (including the Women in
Black) are overwhelmed with demands of deserters and families of
kidnaped for help which we can't offer. SOS for Victims of Discrimination
and Helsinki Council for Human Rights in Belgrade are the most active in
writing statements, protests, appeals. They are registering the cases,
talking to families but no one of us can find and bring home someone's's
son, husband... Nor we can issues a passport of give a German, French
or other visa.
We ask you once again to demand from your governments:
1) to pressure Serbian government to stop forced mobilization of
refugees.
2) to accept refugees from Krajina who are in danger and hunger in
Serbia and eases restrictive visa policy especially to refugees
3) to send humanitarian aid especially to thousands of refugees who are
literally dying of hunger on the streets of Banja Luka and elsewhere
4) to insist in the peace negotiation that the people's right to choose
where to live is respected
5) to insist that all the war criminals from all the sides are judged on the
War Tribunal. War crime is murder, torture, rape and bombing but also
orders for illegal mobilization and torture of those who refuse to kill.
