*TEACHERS TO BE FIRED IN KNIN*

The killing of members of the remaining Krajina Serb
population and the burning and looting of Krajina Serb houses
are not the only human rights violations occurring in former
sector South. 13 teachers of Knin's primary and secondary
school are about to be fired because they taught during the
time of the "Republika Srpska Krajina".
The Dalmatian Committee of Solidarity and Otvorene Oci spoke
to Mrs. Zagorka Kabler who has been a teacher at the primary
school in Knin for 39 years. During a second meeting set up
for the teachers to discuss the matter with a UN Human Rights
Action Team representative, only Mrs. Kabler showed up - all
other teachers were too afraid to speak out in public and
requested Mrs. Kabler to insist that the human rights
activists do not mention their names.
Beginning of the schoolyear - end of the contract
At the end of the Summer all teachers were summoned to clean
up the school for the start of the new school year. After the
cleaning was performed, on August 18 the head master of the
school, Mr. N. Varnica, decided that 13 teachers were no
longer welcome.
Whereas new teachers have been employed since the beginning of
the school year, all teachers who taught at the school during
the last 4 years have been told to leave. The majority is
female (one male) and is either Serb or has a non-Croat
husband. Most of them have taught at the school for more than
15 years. The teachers teach different subjects; some of them
teach all subjects to the youngest pupils at the primary
school, others teach gymnastics, household activities,
mathmetics or Croatian language.
A woman who had expected to be re-employed after not having
been able to teach Croatian/ Serbian language in the "RSK"
because her husband is of Croat ethnicity, has now been denied
the possibility to teach Croatian language because she is
Serbian.
The teachers have not received any official confirmation of
the termination of their employment. This provides them with
the problem that they can not register themselves as
unemployed, do not receive any unemployment benefit and are
currently without any health insurance. Mrs. Kabler herself
decided to retire and found out that the authorities will not
recognise the last 4 years of her employment in the "RSK".
The school year has started and the lack of teachers causes
the existence of classes with more than 50 pupils and the
impossibility to teach all necessary subjects. The head master
so far refuses to employ the aforementioned teachers.
Mrs. Kabler is disappointed. She gained hope from president
Tudjman's promises during the Croatian Army operation "Storm",
inviting all Krajina Serbs to remain and promising them the
protection of their rights. She points out that 4 years ago a
similar event occurred. 22 teachers were dismissed from their
jobs, the majority being of Croat ethnicity or married to
persons of non-Serb ethnicity.
Domestic Human Rights organisations plan to take on this case
and put pressure on local authorities.
