'A Level Playing Field' or 'An Offer You Can't Refuse'

In a piece a while back I presented the idea that the
Americans and their strongest NATO ally, Germany were siding with
the Bosniacs in Bosnia-Herzegovina in order to
"create problems for their old nemesis, the Russians in
Kazakhistan, Uzbekistan and Ngorno Karbakh"
and to continue the Cold War in a new guise, with the
Americans trying to split off the Arab World against the
Russians, a Slavic people, inclined to back the Serbs.
I wondered what, exactly the US CIA did with it's $28
billion besides murder Central and South Americans.
"Moscow expects up to 3.4 million ethnic Russians to flood
back to their homeland from other former Soviet republics in the
next two years, three times the number who have returned since
1990.
Emigration accelerated after a series of bloody ethnic
conflicts erupted in Central Asian Tajikistan and the
Transcaucasus republics of Georgia, Armenia and Azerbaijan." (1)
A less cynical, and, in light of 'Operation [Desert] Storm',
[Iraq-Kuwait war of 90-91], simpler explanation, is the
revelation in today's paper that the Croatian Krajina's border
with Bosnia-Herzegovina, the Dinara mountains is rich in oil
according to a World Bank funded exploration by Amaco, a US
company (2)
According to an earlier piece from the same paper (3) the
Croats have long controlled the oil rich area even though it is
nominally part of the "Federation" of Bosnia-Herzegovina. The
"Federation" is largely an American invention to get the Croats
and Bosnian Moslems to make "peace' with each other, with
promises to re-arm the Croats for the assault on the Krajina,
just accomplished, so the investment of American oil companies,
and repayment of $2 billion in Bosnian debt, could be secured.
Although Raymond Bonner of the NY Times may be told by
'anonymous' [mis]informants that the weapons are Ukrainian or
East German the same article is clear:
"The foreign journalists sent to cover the
invasion were not allowed past Livno until the
fighting was over. One reason, say many analysts,
was Croatia's desire to prevent images of civilian
casualties from reaching the outside world. Knin and
other Krajina population centers were mercilessly
bombed and shelled by the Croatian army."
About this I will say more, as, in keeping with their
"police" action in Panama, during which they secretly buried
14,000 Panamanian citizens in their hunt for a CIA dictator-drug
smuggler of long acquaintance with Mr. Bush, the Americans in
Croatia had coordinated the quick disposal of the civilian
casualties in mass graves made to look like ordinary cemeteries.
But, back to where the weapons came from:
"Another reason, some contend, was to conceal
the source of the weapons that brought the Krajina
Serbs to their knees in three days.
``The best of the Croats' armaments were
German- and American-made,'' said Christian Archer,
a Frenchman. ``I saw them with my own eyes.''Archer
is a mercenary, a soldier of fortune who claims to
have watched the unloading of U.S. and German
equipment while on his way to join an international
volunteer brigade in central Bosnia. His testimony
is supported by European military experts and
humanitarian organizations.
Four aid workers said that they, too, had seen
shipments of U.S. arms and munitions arrive at
Croatia's Dalmatian coast in the past two months.
The Americans ``fathered the creation of the
Croat-Bosnian Federation, and directly or
indirectly, they have rearmed the Croats,'' said
Pierre Hassner, a leading French intelligence
analyst at the Paris-based Center for International
Studies and Research.
In addition, a small group of retired American
military officers have helped train the new
Croatian army.
The officers are working for a Virginia-based
firm called Military Professionals Inc., State
Department officials confirmed earlier this week.
Under a contract signed with the Pentagon in 1994,
they have made several visits to Zagreb to advise
the Croatians how to ensure military discipline and
civilian control of the army. The retired generals
are paid by Croatia.
Although no one has fully confirmed the origin
of Croat weaponry, there is no doubt that it is far
more extensive and sophisticated than was earlier
estimated.
On July 28, the Italian weekly newspaper
Panorama published a table indicating that the
Croatian army was 50,000-strong and equipped with
75 tanks, 200 artillery pieces and six helicopters.
After the Krajina blitzkrieg, the most widely
accepted numbers -- according to the influential
London-based Jane's Information Group -- are 420
tanks and 605 other armored vehicles, 2,034
artillery pieces, and 47 aircraft and helicopters.
Zagreb is now believed to field an army of more
than 100,000.
Jane's analysts say that, in Zagreb's
television broadcasts of the Krajina invasion,
Croatian troops are wearing American uniforms and
carrying U.S. communications devices."
Meanwhile, while Serbia continues to be isolated and
embargoed, Rumania, which has the longest border with Yugoslavia,
is enticed to keep it closed to Serbia with the award of a $300
million dollar joint Romanian-Israeli
"project to upgrade 100 Romanian air force MiG-21 fighters
in line with NATO standards.
'The prototype is compatible with NATO standards. All the
100 aircraft upgraded. . will be able to perform flight missions
in cooperation with NATO,' [a spokesperson] said from the plant
at Bacau, north of Bucharest." (1.5)
If the Policy of 'Peace Through Strength' meant anything
other than 'War is Peace' to the Alzheimer's patient who was
President of the United States l980-88, it's corollary of
'Winning Through Intimidation' may finally find fruition in the
latest statements of the Assistant Secretary of State Richard
Holbrooke, whose going to give "peace" a whole week or two before
committing genocide in order to [it is said] prevent it:
"Administration officials said Sunday that unless there is
quick and significant progress on an American peace plan for the
Balkans, the Bosnian Serbs could face a new round of NATO air
strikes that might be extended to a six-month bombing campaign
intended to ``level the playing field'' while the Bosnian army
receives weapons from abroad." (4)
The Serbs are "being given an offer they can't refuse",
namely, take the 49% og the 49-51 'Contact Group' "peace" plan or
the US will kill them in large numbers.
If this is electioneering expediency on the Administration's
part to "get the Balkans off the front page" then, Bill Clinton
should think again, especially as the fleeing of 250,000
terrified Serbs from the Krajina was "entirely unexpected" for
these 'peacemakers' whose President and Secretary of State were
both on vacation after the exhausting preparation and completion
of the Croatian blitzkrieg producing the single largest instance
of ethnic cleansing and the virtual completion of WWII Croatian
quisling of Germany Ante Pavelic's plan to "convert, kill or
expel" in equal third parts, the Serbs from Croatia.
Is this the side of history the US want to line up with?

I have been arguing that the embargo of Serbia impacted
seriously the ability of the Bosnian Serbs to feed and clothe
prisoners, and caused their deaths, most of which occurred in the
first years of the conflict.
For Rep. Robert Torricelli (D), [who recently was almost
censured for revealing to the widow of an American married to a
Guatemalan that he was murdered by US intelligence assets,
although he was front and center with the other international war
criminals, Jesse Helms, George Bush, H. Kissinger, et al. in
insuring the deaths of millions of Central Americans who were
anywhere left of top dead center]. . . for him to say that
"Our opponents argue that lifting the
embargo will Americanize the war. I argue
that keeping the embargo will Americanize the
genocide"
is specious i.e. "having a false look of truth or
genuineness." The genocide had already been "Americanized" by
starving Serbia. The genocide of Iraq is "Americanized" by
embargoing that country, causing already 1 million deaths by
starvation, 3 times the war casualties, less than two years after
its 'end'. What "end"? Are a bunch of starving children going to
overthrow Sadaam Hussein?
What kind of depraved simpletons are these Americans?
So the Americans throw an embargo on Serbia and make it
impossible to get any food or clothing into Bosnia-Herzegovina
before they begin their refugee operation. Then American
reporters come and see some prisoners dying of starvation in 91-
93 and go
"Oh my God. It's happening again. Concentration camps all
over."
The region only grows half the food. The other half has to
be imported. The Serbs own most of the land because they're
primarily farmers. They're not terribly exited about feeding
their enemies let alone having to run through an American embargo
to do so lest they get accused of "genocide". So how hard are
Bosnian Serbs expected to try and get food through from Serbia to
feed people they're at war with when the stuff is embargoed by
the Americans whose reporters are too stupid to realize that this
is happening?
The Croats and Moslems are busy murdering each other during
this time (91-93), even though they got together briefly to vote
to bring in to existence this wonderful multi-ethnic paradise of
'Bosnia-Herzegovina' that the Serbs took two days to declare war
against and declare their own 'Serpska Republica'.
There's also a Moslem fellow named Abdic whose fighting
alongside the Serbs to overthrow Bihac. Bihac becomes a "safe
area" at some point when the Americans realize finally they're
going to align with the Croats, Hitler's old allies, against the
Serbs. Bihac wasn't always a "safe area". Before it became a
"safe area" by the "international community" it was a
strategically vital railway choke point that resupplied the
entire 'Serpska Republica Krajina', which incidentally ceased to
exist as of August 7, 95:
"Bihac, a predominantly Muslim enclave just over the border
in Bosnia, was one of the key flash points for the Croatian
military. The rail line from Serbia to the heart of Krajina wound
its way through Bihac. As long as the town was in Muslim hands,
the Serbian rebels would not be able to deliver provisions or
move troops by train to much of Krajina." (1)
They get the Croats and Moslems to stop murdering each other
long enough to secretly resupply Croatia for three years, even
though there's an "arms embargo". Clinton keeps talking
incessantly about bombing the Serbs. This is because he
realized you could kill 300,000 people from the air in 43 days
without as much as a sore trigger finger and become a "hero" for
it. He may even have to run against one of the "heroes" of that
war, who is incidentally black and who was useful for this
because he could convince some of these poor people here to go
murder some of those poor people there over this substance which
is also black but which is inevitably gone in any event, in which
case everybody's in the poor house if they don't stop working on
H-bombs and do cold fusion or hot fusion or at least put solar
out in deserts.
Another luminary of that race, who recently had to have his
vocal chords practically cut out, and who is against any actions
to affirm the rights of, for instance, blacks, even though Bill
Clinton himself went to a high school whose state forcibly
excluded whites [and he isn't that old: 49]. . .
Nevertheless this barely concealed racist started his rise to
respectability in conservative circles by passing a law to
mandate 25 years to life for heinous crimes like petty theft.
He's got 3,000 people in jail, 70% of whom didn't do much worse
than steal a pen or continue their romance with addictive
substances or some such but since they were found to do very bad
things before they stole the pen or shot up they were deemed to
be dangerous enough to be locked up the rest of their lives.
In this country this is called being "tough on crime". When the
Chinese do this sort of thing we call this "totalitarianism". The
fear-mongers in the "tough on crime" or the "peace through
strength" gangs have spent the kitty to scare us into spending
more on prisons or bombs, than schools or programs of social
uplift, and, as another black person who was shot because his
non-violence adopted from an India Indian was becoming too
effective in transforming society, told us would happen, we
became a spiritually depraved people.
Which is maybe why you can get away with convincing such
people how horrible they are for starving other people in a war
when you are yourselves starving them.
