---Bosnian Foreign Minister Muhamed Sacirbey,
after a single Serb shell killed three children
in Gorazde, August 20th.
9 days before it was reported that
". . from the so called "safe area" of Gorazde, Muslim
mortar targeted Biljin, Biljinska Kosa and other Serb positions
on the right bank of the Drina River. (1)
"Enough will be enough" when the Bosniacs stop using safe
areas from which to launch mortar attacks.
The Bosniacs have a high profile well coordinated
international media campaign, while the above quote was mentioned
practically in passing. (1.5) Is its basis to use their civilians
as "bait" by placing their military inside "safe areas"
alongside them so that the inevitable counter-attack produces an
outpouring of disguist for civilian casualties?
"Targeting Civilians" or "A Firefight Between Armies"?
In this report (2) of the August 22nd shelling of Sarajevo, it
is impossible to conclude whether the Bosniac artillary is inside
or outside the "safe area" of Sarajevo. And, while two civilians
from each side die in artillary attacks, the Serbians are seen by
one UN official to be "targeting civilians", which is immediately
contradicted somewhat by another official who calls the exchange
"a firefight between two armies."
The quotes are from the article. My comments are
unqouted:
The UN did not respond to the Serb shelling of Sarajevo
yesterday because it was
". . a retaliation for a Bosnian Army attack on an
ammunition factory in Vogosca, A Serb held suburb of Sarajevo."
It was not clear whether the Bosnian army artillary was
inside or outside of Sarajevo.
"When the Bosnian forces fired 14 mortar rounds at the
ammunition factory, Bosnian Serb officers warned Bosnian
Government officials that if the attack continued they would
respond by shelling Sarajevo, a United Nations official said.
After the Bosnians hit the factory with 12 more rounds, the
Serbs began to retaliate, the official said. Serbian authorities
said the Bosnian Army shelling killed two civilians in Vogosca.
'You could call what the Serbs did an attack, but we look at
it as retaliation for a Bosnian Army attack, even though the
Serbs were targeting civilians' he said.
Alexander Ivanko, the United nations spokesman here, said:
'What happened today was a firefight between two armies. It
makes a very shaky case for an impartial force to get involved in
something like that."
"A firefight between two armies" is not the same as
"targeting civilians". Both attacks are said to have killed two
civilians from each side although the "Serbs were targeting
civilians." It does not say whether the shells hit or how close
they fell to the Bosnian Army artillary.
Of the 6 wounded Egyptian peacekeepers killed in an
artillary attack, on a mountain between Serb-Bosniac lines,
"The Commander of Egyptian forces in Sarajevo, Col Mohamed
el-Sherif said the base was deliberately targeted by Serbian
forces.
'This was no mistake, it cannot be', he said.
While the United Nations may respond aggressively to attacks
on its personnel or facilities, the rules imposed by the
commander in Sarajevo require that the response be directed at
the Weapons responsibele for the attack.
But the radar used to locate the origin of artillary or
mortar fire was broken today. One hill away. . a large British
radar antenna was pointing dirctly at the ground. ."
