At approximately 9:00pm Saturday February 22nd the Sacramento Police Department attempted to stop a benefit concert for the EZLN (aka Zapatistas) which was being held at Curtis Hall at the Sierra II Community Center (24th St. and 4th Ave.) Sacramento. The concert was organized by the Zapatista Solidarity Committee and others, and featured the following "punk" bands: Dystopia, Majestic 12, El Dopa, and Scenes From the Struggle.4 police officers entered the hall and without major provocation slammed a 15 year old kid to the ground, roughly carted him off and then announced that the show was over. The officer in charge, Badge #94 Sector Sgt. Cooper said that the concert did not have an appropriate permit and that the crowd was to disperse. The concert had a permit. The other officers were Badge Numbers: 492, 767, 437.(Demonstration Tactic Hint: cops hate it when you go right up to them and copy down thier shield/badge numbers... but it's our right as citizens of this "democracy" to do this).In the face of defiance from the crowd of approximately 100-150 concert attendees Sector Sgt. Cooper clearly panicked and called in reinforcements.By 9:30 approximately 50 Sacramento Police and Sheriffs Officers were deployed in full riot gear and massed outside ready to invade the hall and arrest everyone there. At least 50 police vehicles, one paddy wagon, and a police helicopter were deployed... clearly an excessive deployment of force. There was no violence except for the police use of excessive force to arrest the 15 year old kid.The concert attendees collectively decided that being arrested was not in the cards for that evening and decided to disperse.As the crowd broke up riot police arbitrarily arrested some of the more defiant concert attendees (at least 3-4 arrests were made).By 9:45 a Fox 40 Newscrew showed up. I have a videotape of their live report from the scene... it shows one arbitrary arrest and an anchor who clearly had no idea who the EZLN is... if anyone wants to see the tape let me know.There is the distinct possibility that the concert was deliberately targetted for this excessive repression because it was a Zapatista Benefit.Following the demonstration late Jan. in front of the Mexican Consulate and the Federal Building in Sacramento the Sacramento Police Dept.'s Political Intelligence Unit may be working in conjunction with Federal intelligence and military services to disrupt the activities of the Zapatista Solidarity Committee, possibly in conjunction with intelligence units of the Mexican Embassy/Counsulate here in Sacramento. I know all tro well the actions of the Federals in Mexico, I was living in Emil Zappata in 1995 during the confrontations. I would not discount any thoughts that Mexican officals were involved with disrupting the concert. I saw many confrontations with the Federals at several roadblocks in and around Zappata.
If the police come and tell you to disperse, do it. That is part of their job and they are only doing that. They may have been informed that there was no permit acquired for the concert and were only acting to the best of their knowledge. Give them a break! You didn't listen to them, so why should you complain!! Get over it.

As a resident of San Francisco, and a frequent visitor to Sacramento for over forty years, I experienced a terrifying event that has changed my life forever. On the morning of October 14, 1995, at approximately 12:10AM, I was stopped by the Sacramento Police on "W" and about 21st streets. I was stopped by about five to six squad cars, and ordered to pull over. I was then ordered to put my hands on the steering wheel, and then to get out of my car slowly. Upon exiting my car, I turned around and saw a sight akin to a TV police show. Six to eight police, shielded by their car doors, with guns drawn and pointed towards my head. At that time, I felt that they were going to kill me. I was then ordered to face my car and to put my hands on the roof of my car. Then a single policeman approached me and patted me down for weapons. After the search, the officer retreated and then I was ordered to back towards the officers, with my hands in the air. I was then ordered to kneel in the street and to put my hands behind my back. Then I was handcuffed, and ordered into the back seat of one of the squad cars. During the entire time I kept asking, "why are you doing this? Why did you stop me?" They did not answer. Before I was seated in the squad car, my wallet was taken out of my pocket by an officer, badge number: 508. I then watched as 5 officers ransacked my car. They went through all of my personal possessions. My identification was then checked by one of the officers. When they found that I was not the person that they were looking for, they began asking me about any possible "tickets" that I might have received. My response was that I never had any tickets, parking, moving violations or any others. They told me that I was stopped because, "I matched the description of a black male suspect who had just robbed a check cashing store a few blocks away." After they tried to justify the stop, and couldn't, they finally ordered me out of the car, and removed the handcuffs. At that time, most of the officers had left the scene, except for three of the officers. There was no apology, and there was no attempt by any of the officers to help me straighten out my possessions. I then told officer, badge number: 688 that I was going to file a complaint. He then told me that he has been with the department for nine years and it would not amount to anything, because "police internal affairs would say that they followed proper police procedures," At that point, I was told that I could go. According to the officers at the scene, I was stopped because my car, and I matched the description of a suspect in an armed robbery at a check cashing establishment a few blocks away. The officers told me that the suspect car was a white Lincoln. I have a white Lincoln. They also told me that I matched the description of a black male suspect. On both counts, the Sacramento police department was definitely wrong. On November 20,1995, a Sgt. Fong, from the Sacramento police internal affairs department called me to start the investigation. At that time, he told me that the police dispatcher described the suspect vehicle to the police as a "gray four door Towncar. My vehicle is a white two door Mark 7. As for the physical description of the suspect, "a black male", I am black by birth, but I do not fit the physical description of a black male. I am not readily identifiable as black. On February 1, 1996, I received a response from the Sacramento Police department internal affairs. The response was exactly what I was told by officer badge number: 688. Also the salutation was very antagonistic. It addressed me as "ms". I find that extremely offensive, and it shows a complete lack of respect for a law abiding citizen. I feel that the over reaction to the situation by the police officers in dealing with what they suspected as a black male suspect was definitely a racist act, and justifies this complaint of discrimination. As a follow up to this situation, the police department would not give me any information about their internal affairs investigation process and any other information about the original case that lead up to the gang land stop they made on October 14, 1995. It seems that they just do their dirty deeds, and then run and hide. I have always been a law abiding citizen, and a strong supporter of the police. I have always sympathized with the difficult job of the police. But this incident has changed my feelings, probably forever. For the first time in my life, I am a victim of racism, terrorism and brutality. Not by so-called criminals, but by the Sacramento police department. I have lost complete confidence and respect in law enforcement. I have for the first time, experienced the "fuhrmanization" of a police organization. I know that the officer's report of this incident will be made to justify the officers actions, but they are professionals in protecting themselves. In the past few years of reported illegal police actions, brutality and racism, the Sacramento police department, with their actions on that night towards me has turned another citizen against them. Which probably means nothing to some of the officers in the department. The night of my victimization, all I saw was a mob of ill-trained, hot dogging uniformed racists. I have always conducted my life to avoid situations that would be dangerous to me. I don't go into crime ridden neighborhoods, and don't associate with criminals. I have never been robbed, mugged, or mistreated by anyone on the street. And the last group of people that I ever thought would victimized me would be the police. I have been looking in the wrong direction. All the time trying to stay away from criminals, I should have been looking out for the police. By sharing my experience at the hands of the Sacramento police department, they have lost credibility with more law abiding citizens than just me. If I am ever in a situation where my assistance is needed by a police officer in distress, even if the officer's life is in danger, I would not help. If there are any initiatives or propositions on the ballot for the benefit of the police department, I will encourage my many friends and relatives in Sacramento and other cities to vote against them. If my plight means nothing to the Sacramento police department, the lack of pension benefits, equipment and community support will. And in the long run, the only justification that I may have is the feeling that the officers involved in my abuse will be exposed to danger for many years to come, and they will probably be abused, like they abused me. If the actions of the Sacramento police department and other police departments in this country keep victimizing innocent citizens, in the name of dealing with criminals, they will not have the community support they need to do their jobs. It has taken 14 months to get the dispatcher's records through the California Public Records Act. The information contained in the dispatcher's report really clarified that the facts as presented to me by the officer's on the night of October 14, 1995, and the conversation with Sgt. Fong were all lies. The facts, as documented by the dispatcher was that there was no attempted robbery of a check cashing store. A black male was spotted hitting a female and that an unidentified person stated that they saw a gun. As a matter of fact, a person, identified as "David: from the Check Mart store stated that he did not see a gun. The description of the vehicle as stated in the report was a four door Continental Towncar, gray. I drive a two door Mark 7, white. As far as my skin coloring, no one would describe me as black, or even any shade of brown. Months after the incident, my claim against the city was denied by Gregory B. Bragg & Associates, Inc. They stated that the main reason that I was stopped was that my license plates had been reported "lost or stolen". That is also a lie. I lost my front personalized plate in June of 1994, over a year before I was stopped. I immediately reported the loss to the California Highway Patrol, and I ordered replacement plates for my car. I have had those personalized plates for more than 25 years. The city attorney, Samuel Jackson has decided not to investigate this incident. In my dealings with Lupe Rangel, of the police department, Samuel Jackson, of the city attorney's office, and Jose Serna, the mayor, it appears that there is a cover up of this racist police action by all, which makes Sacramento an unsafe place for non-white citizens. It is an environment for racial division when a non-white person cannot drive the streets of Sacramento without being under suspicion. The police are trying to justify their actions by stating that there was "probable cause:. That reasoning is just a cover up. There are too many discrepancies from the original event on that night. I am appealing to you and your organization to question these actions by the city officials on my behalf and on the behalf of the thousands of minority citizens of Sacramento and people like myself who visit Sacramento. When questioning this event the reference number is: 95-436, case 95-093. If this one incident is passed over by the city officials, it can and will happen again. Also, forgive me if I sound rude, but why the hell would spell America with a k or a kkk? I have been studying Spanish and studying Mexico for a number of years. Until I started reading, I was not aware that the Mexico government was so oppressive. they have covered up the violence, which goes on on a day to day basis, quite well. I have not been able to do much about the violence, but I did fax a statement to Ernesto Zedillo about the murders in Chiapas; it did not do much good, since there have been more and more murders in Chiapas and there will undoubetyl be many more. It wwould be quite a heartwarming experience for me for the revolution in Chiapas to continue and to succceed, since I lived through the Vietnam war and was on the side of the Viet Namese. I think that this is just another phoney war, just cooked up to keep the military ain business and to force Sadam to pay more interest on his debts. Since most of you do not know, College Station is a medium sized town in the middle of TExas. The only industry is TExas A&M, which is an ok university, but it does have very excellent technical equipment, including a large computer room. I did not like math in school, but have enjoyed usning the computer and I am learning more and more about computers, all the time. As I said, my main goal recently was to learn Spanish, and I did it here in the library. I have read quite a few books in Spanish and like Spanish literature very much. I esepcially like Borges and other authors from his circle, especially Bioy Casares. College Station is not very interesting, but that is not bad, since there is lots of time for reading books and there are quite a few Spanish books in the library, since there is an MA program in Spanish. For those of you who like sports, as I do, but think that all the hype is a bit much, as I do, you might want ot follow the TExas A&M basketfball team, which is just terrible. They have lost all of their conference games. In order for the team to go big time, the university built a new air conditioned arena, which will be used next years, but now no one goes to the games...... so gthe arena will be empty. I am happy, since it is good to see something which has been pushed and pushed over the years, baseketball in TExas, which is not an indorr sport state, fail.... ha ha ha.... for all the guys who were not good at sports in school.... ha ha ha... you guys on the A&M basketball team are just klutzes. The idea of even wanting to become a police officer makes me literally sick to my stomach. What kind of monster could possibly aspire to harassing his fellow man in this "free"country? Everytime I see a cop, I am filled with an overwhelming feeling of dischord and mistrust and fear. It frightens me to know that the streets of america are patroled by gun toating thugs with no moral scruples or conscience, out to beat down and instill fear in other human beings.
I'm sorry. That does not sound like police brutality. It sounds like the cops broke up a party. You noted that there was no violence. Sounds like the police did their job, kept the peace. I'm sure police brutality occurs, but your incident doesn't come close.
You incident was anything but brutality. It sounds like you are more into trying to uncover conspiracies in this world. The facts according to your story are that the party goers did not cooperate fully. In this situation, there were 4 cops facing a room of 100-150 people. What would you have done? Get over the fact that your party was ended. There was no force that was excessive. As far as the 15 year old...You have no idea what was behind that act. I suppose that it is easy to blame others. Your "movement" disgraces itself by placing blame on police officers and the Mexican government, because a party was brought to a close
