  • Dear Mr. Kofi Annan! 10 December is 50th Anniversary of this historic Declaration of Human Rights. I congratulate you and your organization with this remarkable achievement. I hope for greater success in your work on Human Rights protection of all people. I understand, that this not a light matter. The remarkable ideas stated in declarations are not always viewed with understanding by officials. 16 December my son Pasi Karassev is perform six years. Pasi Karassev was born in Finland. My wife and I - stateless persons. According to Convention of Children Rights: "Article 7 1. The child shall be registered immediately after birth and shall have the right from birth to a name, the right to acquire a nationality and, as far as possible, the right to know and be cared for by his or her parents. 2. States Parties shall ensure the implementation of these rights in accordance with their national law and their obligations under the relevant international instruments in this field, in particular where the child would otherwise be stateless. " and Finnish Citizenship Act: "A child receives Finnish citizenship by birth: ... if [it] is born in Finland and does not at that time receive citizenship of any other country." Regrettably, in real life all the powers to be deemed otherwise. Our son was not registered, he did not obtain the right to benefit from social security, he did not get citizenship. We have long fought. In 1997, our son was even so registered and has obtain the right to benefit from social security. However right to the citizenship he has not. He also has no passport. The Finnish government considers that: "The Goverment emphasizes that Pasi Karassev would be granted an alien's passport and resident permit and afford him the same stateless status as to the other members of the family." I suppose, that this not much corresponds to Article 2 of Convention: 1. States Parties shall respect and ensure the rights set forth in the present Convention to each child within their jurisdiction without discrimination of any kind, irrespective of the child's or his or her parent's or legal guardian's race, colour, sex, language, religion, political or other opinion, national, ethnic or social origin, property, disability, birth or other status. I hoped that in this Human Rights Year our son will be able to get his citizenship, but this does not seem to be possible. We shall continue our struggle.
