     It is amazing that in one of the host cities of the Summer Olympic
Games, a police supervisor would scream, yell, and beat on a suspect in
front of scores of Olympic spectators, but that is indeed what happened.
On August 2, 1996, I witnessed Savannah Police Lieutenant Harvey stop a
spectator for walking out in front of his unmarked Ford Crown Victoria 
police vehicle (jaywalking). The spectator was holding a can of beer.
Lieutenant Harvey ordered the man, who did not appear to be intoxicated,
over to the curb. He then screamed at him to put his "fucking faggot 
hands on the car." He exited his unmarked car, and grabbed the ped-
estrian, who was complying with Lieutenant Harvey's commands, and 
slammed the man's head and upper body on the hood of the police car.
The man protested, and Lieutenant Harvey grabbed him by the hair
(literally) and slammed his head back down on the hood of the car. 
The cop then began screaming at the man for walking out in front of his
car. The man kept saying that he was sorry for getting in his way, but
told the cop that he was way out of line. The "suspect" then turned 
around from the hood of the car to talk (plead) with Lieutenant Harvey
when Harvey screamed at him again to get his "fucking hands on the 
fucking car, asshole!" The man was visibly shaken and scared to death
of Lieutenant Harvey, but he complied. Harvey began to clamp handcuffs
on the "suspect", but the poor man demanded to know what he had done
wrong--what crime he was being charged with. Harvey took that to mean
that the man was "resisting" and he stepped back from the trembling
man and drew his flashlight from his belt and began viciously beating 
the defenseless man. He continued to strike the man on the back, head,
legs, and groin even after the man fell to the sidewalk. I yelled at 
the cop to stop. He screamed at me to "back-off, motherfucker!" I then
pleaded with the cop to stop beating the "suspect." The man was bleed-
ing and crying at that time. Instead, Harvey sprayed the prone man with
pepper spray, and handcuffed him, and threw (literally) him into the
back of his car. I approached the cop closely enough to read his name
tag: Harvey, and I clearly saw his Lieutenant bars. Later, a Chatham
County EMS ambulance arrived to pick-up the "suspect." I was fearful of
being beaten myself, so I just stayed back. Harvey was irrational, 
ranting, and he beat the man FOR NO REASON. Clearly, Lieutenant Harvey
violated that man's civil rights, and he should be tried for it. He is
the criminal, and I am ashamed of the City of Savannah, Georgia, for 
tolerating that vicious misconduct by their police. Lieutenant Harvey
must be stopped!!!
