When it came to power five years ago
Croatia's Presidency advertised to give the properties that
were nationalised during Yugoslavian times back to the former owners.
Well, nowadays sometimes they do - most times they don't.
It is a question of the membership to the "right" political party,

CROATIA ON THE
FORTNIGHT OF THE ELECTIONS

he ruling party HDZ (Croatian Democratic Union) of President Franjo Tudjman wants to win over two thirds of the seats in the Croatian Parliament in order to continue its policy of keeping control over the economy, courts, executives and the mass media. And also of a gradual division of Bosnia and Herzegovina.It should be done by the strengthening the role of Tu-jmans presidency, even by inaugurating Tudjman as a president for life, or a monarch.

The election law and the constituencies have been created in favour of this goal. There is a variety of so-called oppositional parties that were brought up by the HDZ. A strong Herzegowinian lobby in HDZ together with the authority of the para-state of "Herzeg-Bosnia" hold all the country as a hostage to their old ambition to annex Herzegowina to Croatia. That's why the new election law prescribes twelve seats for Croats living abroad, refering to the natives of Bosnia and Herzegowina, as well as to the emigration to Western Europe and America. "This law is a sort of juridical alchemistry, writes our Boris Raseta in his article "It is important to win".. Read about the oppositions' complains over the timing, and proceedural deficiencies of elections that enable HDZ to prepare itself better than the caught-napping opposition. Tudjman wants a one-party system with two small parties, one on right, and one on left, as a decoration, as a good-will show for the West.

The report of the European Union's monitor mission brings to light the same evidences, stressing out that at the time an average rate of the discovered mass-murders was six human bodies a day. After all the conclusion of these reports is that the Serbs have made a wise decision to flee, trusting not the promises of president Tudjman, who showed that he knows nothing about the comprehension of a modern state and civil rights but rather sees it as a disguise "for the tribe of our blood and name". Despite the clear evidences of crime the mass-media accused the international community of having been unjustful. The international media conspired against Croatia, they said. ARKzin's Boris RASETA writes about the confession of Ivan Stamboliµ, Serbia's ex-president, the man who has inagurated Milosevic. A famous 8th session that had blown the war trumpets has condemned Yugoslavia to death. Some structures in army and intelligence service misunderstood it as a call to save Yugoslavia. At least such a wrong evaluation and the tolerance of Serbian putchist policy have led to a conflict with other nations and finally to an upsurge of Franjo Tudjman and his HDZ in Croatia. Later events were just the effect of a snowball.

TUZLA AS THE EXAMPLE FOR A PEACEFUL BOSNIA

Tuzla was (beside Bihac) the only part of Bosnia and Herzegowina where the non-nationalistical parties have taken over in 1990. The coalition of two socialdemocratic parties has preserved a high level of functioning of the legal state. The authority has reacted vigorously against the illegal and violent moving in flats. A crime rate although under the circumstances of war. After the blockade of the hercegovian troups leaded by Mate Boban the famine and isloation has been held lower than before the warin Tuzla. There was a high level of inter ethnical tolerance and cooperation. This is the background of the session of the Helsinki Citizen Assembly (HCA) hold in Tuzla in October.

It's a mixture of playing and sampling, composing and improvising, noise and harmony, electronic and accustic-these are the first steps of a new music. Music is "outside" of pop sounds.
