RADIO L.A.E. IN DANGER!
>From last week the only independent radio station in Croatia is in life danger.
On 27th January Radio L.A.E. received an official letter from the Croatian Ministry of Transport, Communications and Maritime Affairs signed by the state inspector for telecommunications, in which Radio L.A.E. was summoned to stop broadcasting immediately.
On 30th January three oppressors have physically threaten Mr. Igor Vukic, deputy general manager, and Mr.Kresimir Farkas, editor in chief, with the purpose to make them give up the transmitters of Radio L.A.E., what they refused to do. The very same afternoon the oppressors broke into the flat of Mr. Dean Zahtila, general manager of Radio L.A.E., while he was on busines trip abroad.
Local police station in Labin confirmed that three oppressors have been sent by Mr.Zeljko Paliska, shareholder of the company FFI COMMERCE which was given the frequencies of Radio L.A.E. by the political decission of the Ministry (shareholders of FFI COMMERCE are members of HDZ, the leading Croatian party, yet having no force in Labin and Istria County). Croatian authority can be expected to close down the radio by force and to confiscate radio equipment, which would still not be in disagreement to the Croatian legislation.
An urgent international action and pressure on Croatian government is needed!

A letter dated 18 January 1996 was sent by the Ministry of Maritime Affairs, Transport and Communication to Radio LAE indicating that Radio LAE no longer held a valid broadcasting permit and that it must shut down immediately. Radio LAE's frequency is to be awarded to an as yet non-existent radio station run by Zeljko Paliska, a shareholder in Radio LAE's competitor, FFI Commerce. Paliska is also an active member of the ruling Croatian Democratic Union (HDZ), and it is believed that he has been granted Radio LAE's frequency in order to remove Radio LAE from the airwaves. A week after the letter was sent, Igor Vukic, deputy general manager of Radio LAE, and Kresimir Farkas, editor-in-chief of the station, were threatened with physical violence by three men believed to have been sent by Paliska. The three threatened the two men in a cafe, telling them to hand over Radio LAE's transmitter by 31 January. The same day, the apartment of Dean Zahtila, general manager of Radio LAE, was broken into. Both the threats and the burglary were reported to the police. This recent harassment follows several government decisions granting almost all available frequencies to persons or groups close to the ruling HDZ. BACKGROUND: Broadcasting since 1993, Radio LAE is Croatia's only independent source of information. It broadcasts programmes devoted to alternative music, culture and art. Radio LAE's information programming features local news gathered by the station's staff and regional and world information from sources such as the British Broadcasting Corporation (BBC) and Deutsche Welle. In August 1995, the Croatian Council for Telecommunications announced that it was to grant FFI Commerce a licence to broadcast on Radio LAE's frequency (see IFEX alert). RECOMMENDED ACTION: Send appeals to authorities: -condemning the harassment as an attack on freedom of expression and press freedom -stressing the need for an independent press and urging that Radio LAE be allowed to continue broadcasting -asking that a full investigation be made into both the assaults and the burglary APPEALS TO: His Excellency Franjo Tudjman President of the Republic of Croatia Zagreb, Croatia Fax: +385 1 443 075 Ivica Mudrinic Minister of Maritime Affairs, Transport and Communication Prisavlje 14 10000 Zagreb, Croatia Fax: +385 1 611 0691 Ivan Jarnjak Minister of Internal Affairs Ministarstvo za unutraSnje poslove Republike Hrvatske Savska cesta 39 10000 Zagreb, Croatia Fax: +385 1 443 715 Alternatively, appeals may be sent by fax to Bojana Humar at the IFJ/FIEJ Coordinating Centre for Independent Media of the Balkan Region, fax: +386 61 132 7034. But who ever said that the war in Bosnia is principally about murdering each other over religious differences? I agree that there should have been peace long time ago. There should have been no war at all, if you ask me. But, bummer, that's just ain't the case. I agree that it is foolish that America had to send troops over there to protect peace, but I went along with support for that because I do not see other solution. I agree that such things should be accomplished by their (Bosnian) own government. But you obviously never lived in a Third World country, so you have no idea what the idea of government means there. Those governments are INCAPABLE to accomplish this. I agree that America doesn't have wars over religious differences, but it does have wars over racial differences, which is not so much different. And finally, I agree that America should set an example to some other countries (like Bosnia). That's probably why troops are there in the forst place, aren't they?! Ivo Skoric
