Victor Marrero, U.S. representative to the Economic and Social Council of the United Nations, said Monday that the lottery is part of President Clinton's program to curb illegal immigration while allowing people move to this country. ``Our country welcomes those who fear persecution in their homeland and those who come here to work hard and to play by the rules,'' Marrero said. >>>That is why we now mostly allow in new immigrants who won their right on lottery, isn't that so? Playing lottery was always a good sign of a hard working individual who plays by (preferably our) rules. Not to mention that all those who play lottery fear persecution in their homelands where lottery is unfairly ostracized?! Warning! Immigration and Naturalization Service might not be legal any more in some American states that prohibit gambling.<<< The lottery will be open to anyone abroad or in the United States, except for natives of Canada, China (except Hong Kong), Colombia, the Dominican Republic, El Salvador, India, Jamaica, Mexico, the Philippines, South Korea, Taiwan, the United Kingdom (except for Northern Ireland) and Vietnam. Most of those countries were allowed to apply in the past. Lottery applicants must have a high school education or two years experience in an occupation requiring two years of training. They must also provide a recent 1 1/2-inch photograph with their applications, which can be submitted from Feb. 12 until March 12.
