They all belong to the South Slav nationality, they are Yugoslavs. Through centuries of mostly foreign rule they have been divided and manipulated to distrust and hate each other by secular and ecclesiastical potentates. There will be no real peace in South Slav lands until their people rediscover their Yugoslav identity. In retrospect, the greatest failing of the Tito regime was its nationality policy of cultural devolution and the confederal constitution of 1974. They worked at cross purposes with the efforts to promote a Yugoslav Way, to create a Yugoslav identity based on a distinct socio-economic system of self-management. Those efforts were further compromised by weaknesses in the operation of the self-management and the flawed attempt to legitimize in the name of self-management the system of delegation that was designed to leave political control in the hands of members of the League of Communists. The Yugoslav identity proved too fragile and was too closely associated with the Titoist regime to withstand the onslaught of sectarian nationalist appeals in the name of anti-communism. A final point. The Yugoslav national identity cannot embrace the Albanians who are clustered in ethnically largely homogeneous areas in the Kosovo and parts of Macedonia. The Serbs bear a major responsibility for the disintegration of Yugoslavia through their insistence that the Kosovo must be part of Serbia. Milosevic's abolition of the provincial autonomy of the Kosovo and imposition of direct Serbian control encouraged sectarian nationalists in the other republics to justify their secessionist drive for self-determination with the largely spurious claim that all of Yugoslavia had been dominated by Serbia. I welcome a dialogue, especially with those who retain a lingering nostalgia for what used to be Yugoslavia.
