Whenever possible I forward requests to the Sarajevo Pony Express / Servis za Pisma handlers in Sarajevo, Tuzla, or Bihac, who download & deliver msgs. (At a minimum, we need an address _and_ phone number to find someone.) We're hard-pressed & understaffed, but a lot of msgs get thru. People wanting to reach non-online friends in Tuzla might try writing via PISMA_TZ@zamir-tz.ztn.apc.org; the postmistress there is super. Requests sent to SPE.INTERNAL@notes.igc.apc.org will be read by people in BiH who have volunteered to convert e-mail to paper mail. This is a new link, and there aren't too many volunteers as yet; but it's worth trying.
