"The Croats, they [Washington and Bonn] note, are only reclaiming their own occupied territory. ." appears to contradict the front page "Serbs were nearly 90 percent of the population before war first broke out in l991. ." (0) unless you realize this 90% consisted of Serbian Croatians and, well, Croatian Croatians. What portion of the Serbian Croatians had been there for generations before l991 is lost in the simplistic utterances of Washington and Bonn, echoed again by the European Union "While we do not condone the Croat actions, the fact is that they are reclaiming territory that belongs to them and that is being occupied by the Serbs," said one official." (1) Aside from papering over these questions so as not to make troubling questions for the Allies, there is the question of who will own the oil fields of the Eastern Slovonian enclave--it's present inhabitants, the Serbs, or the Croats. "Maj.-Gen. Ivan Tolj, the Croatian Defense Ministry's spokesman, told Croatian media on 6 August that eastern Slavonia will be reintegrated peacefully now that the Serbs have seen what the Croatian army can do." (2) But "Croatian Foreign Minister Mate Granic said his country would attack that region in the near future. {Defense Minister] declared: 'We are ready to liberate the territory by force, should all negotiations fail." (3) Now that the Americans are advising the Croatians the Kissingerian concept that negotiation is simply a courtesy to extend to the other party the chance to cede what will be taken anyway if not given up. The contrapositive is not to give anything away that could be maintained by force. Other parties to the conflict aren't as hopeful about Bosnia now that 100's of thousands of Serb refugees are now in it or on their way to Belgrade: "U.N. officials said on Saturday that Tudjman's hand would be so strengthened by a Krajina victory he might be able to make a deal over other land in eastern Croatia still occupied by Serb forces and of vital interest to Milosevic. "I'm guessing we'll see another plan for the partition of Bosnia this fall, a plan blessed by Tudjman and Milosevic," said a U.N. official who asked not to be named. "Bosnia is landlocked, surrounded by Croats and Serbs. That tells you something about the way this thing could end." "You're going to see an influx of angry, militant Serbs who might think that fighting against the Muslims in Bosnia is their last stand." "Krajina Serb soldiers will give the Bosnian Serb army extra manpower, which they desperately need. The civilians will populate villages from which Muslims have been driven, making it harder for the map to be changed by negotiation." (4) Already on paper, at least on back of a menu, is a plan that Croatia's Tudjman and Serbia's Milosevic had been working on even before the war began: to divide Bosnia between them: ". .Tudjman. . and Milosevic held a series of secret meetings in late l990 and early l991 in which the two discussed dividing Bosnia between them, with only a tine enclave in the middle left to the Muslims. Those talks broke down, and revel Serbs backed by the Yugoslav Army seized one-third of Croatia." (5) Mr Tudjman reproduced the map for Paddy Ashdown, a the Liberal Democrat leader, who was sitting beside him at Guildhall in the City of London, for the VE-Day celebration of May 6 95. Ms. Ashdown asked the Croatian President to draw her a map of what Yugoslavia would look like in 10 years. "Producing the sketch without hesitation, Dr. Tudjman drew a broad S-shaped border, running along the line of the Sava river in the north, down towards Sarajevo and to the Adriatic. Eastern Slavonia remained on the Serbian side of the border. According to Dr. Tudjman's map, the border would be drawn in such a way that Tuzla, the Muslim stronghold in north Bosnia, would be handed over to Serbia, and Banja Luka, the Bosnian Serb capital in the northwest, would become part of the Croat Federation. Sarajevo would also be in the Croat Federation. This redrawing would give a wide stretch of territory in the north of Bosnia to the "Serb Federation," running through Doboj -- a Bosnian Serb town which is under frequent attack by the Bosnian Government -- to Tuzla and into existing Serbian territory. The Croat Federation, however, would take all the Bosnian Serb-occupied land from Banja Luka westwards. Dr. Tudjman admitted during his conversation with Mr. Ashdown that he had an understanding with Mr. Milosevic, although he denied that there was a formal deal."
