First, I think war could come to a quick end if the UN would declare Pale a safe haven. This would almost assure that someone would attack it without the aid of military intervention. And second, this idea probably has more merit and seems realiswitnessing what has happened to the two safe havens that UN Secretary General Bhoutros Bhoutros Ghali and Special envoy Yasushi Akashi shouls also be charged with war crimes against humanity.
