Scare Tactic...Or is it proceedure?

I was driving on a rual hwy at 1:30 am with a friend... In the Lancaster california area. I wanted to find out if the same thing would happen to me again that happen to me 2 weeks earlier. Since I could not drive I brought my friend with me. We drove my car in the same area I was pulled over and arrested 2 weeks prior... I found the way the sheriff pulled me over very strange and scary! When I got arrested I was driving alone and they made me nervous! This is what they did... the partol car comes out of no where and follows you very close for about a mile ... then they back off and turn thier headlights off... then they come up on your tail and turn the lights back on... not knowing who is behind you we tried to let them pass but they did not... we had no clue what kind of car was behind well they continued to follow us for about 2 more miles and then turned thier red light on... This is when we pulled over... the officers came to both sides of my vehicle... and we asked them why they pulled us over that way! they did not answer and took our ID's and the one cop stayed by my window! I recognized him as me arresting officer from 2 weeks prior.. I said s your name burnett? he said yes and I said oh I see what this is about! He asked me if i knew him.. I said yes .. then he asked if he had arrested me b4 .. I said well yes... he said in this car .. I said yes... give me a break ok He knew who I was ... anyway the other cop came back to the car and handed our ID's to us and said we can go... no ticket no nothing... But b4 we could leave officer "B" told me "on second though step out of the car miss.. he searched me and told me to stand by the patrol car.. then asked my friend to step out! searched him and told him to take off his shoes... my friend questiond this... the cop said just go sit down over there.. then started searching under my front driver seat... that is when I informed him what he was looking for was not there.. you see when I got arrested I had a buck knife on me which I handed to the officer.. well when I got my car out of impound guess where my knife was?? up under my driver seat.. yep This was a blatent act of harrasment! they let us go finding nothing and we never got a ticket or reason for the pull over... I made a complaint the next day ... my answer to the complaint was they turned thier lights off because they could not tell if my license plate light was working... and the complaint was closed. I know many people in this area who have experienced the same type of procedure..... even grandmas with kids in the car... This creates fear and mistrust in our local law enforcment! any comments??
