On February 28, 2001, Officer John Echevarria of the Upland Police Department unlawfully arrested and booked an innocent female victim of "road rage" without a warrant, without witnessing the incident, and without any independent witness corroboration. Based soley on the false accusations of the actual "road-rager" (who has a criminal/violent history), the Officer "determined" that the innocent female (who had called 911 twice to summons the police)comitted an assualt with a deadly weapon. When the false arrest was immediatey brought to the attention of the watchcommander, Lt. Rod Lines, on the date of the arrest,the bogus criminal felony charge was allowed to go foward. The innocent victim was requried to shell out $50,000 to be released from jail for a crime which she did not comitt! When a formal complaint was made to Sgt. Stevens of Internal Affairs, the Cheif of Police, Martin E. Thouvenell, summarily dismissed the charge and refused to reprimand the Officer or otherwise take action (Internal Affairs Case No 01-01.)The San Bernardino District Attorney dropped the felony charge against the innocent victim.

It figures officers are dumb they don't even have to go to college to be a cop, we have high school grads destroying inocent peoples lives, our govn't is dumb, just like everyone eles that allows it to happen but we are in this rut that we can not stand up and protest cause if we do then we don't work and pay our next bill. So just pass all the laws the gov't wants we wont protest.
